Government of India has introduced the apprenticeship training to the service sectors through optional trade in 2016 via NAPS (National Apprenticeship Promotion Scheme). Monetary benefits are introduced through this NAPS model to incentivize the Employer who engages the apprentices

Basic Training Provider (BTP)

Basic training is an essential component of apprenticeship training for those who have not undergone any institutional training/skill training before taking up on-the- job training/practical training. .Basic training consists of theoretical and practical/ lab instructions segment of every Apprenticeship Program syllabus related to a particular trade post which on-the-job-training is imparted to the apprentice. Basic Training is imparted to fresher apprentices for acquiring a reasonable ability to handle Instruments/Machineries/Equipment independently prior to being moved to Shop Floor/Work Area for practical / On-Job training.

Third Party Aggregator (TPA)

MSDE has created a provision ‘TPA’ to encourage the Large as well as MSMEs and other Establishments to engage large number of youths under the National Apprenticeship Promotion Scheme (NAPS). TPA can undertake the activities like arrange basic training for apprentices, maintenance of records and filing of returns and stipend administration. Through this facility, the TPA will act on behalf of the Principal establishment as a third-party agency to facilitate the required activities under Apprenticeship regulations.

Roles of Softzeal as TPA for NAPS

  • To arrange the basic training through Basic Training Providers for fresher apprentices (apprentices who come directly to undertake apprenticeship training without any formal training) in case employer outsources basic training.
  • Identify eligible candidates for apprenticeships
  • Organise basic and on-the-job /practical training for apprentices if required
  • Maintenance of training records and filing of returns on apprenticeship portal
  • Facilitate third party apprentice services with payroll processing.
  • To select establishments for an apprentice by studying the infrastructure facilities available for on-the-job/ practical training with individual employer such that combined facilities available with above establishments meets the requirement of prescribed curriculum of the trade. To organize on-the-job / practical training for apprentices in selected establishments in coordination with employers.
  • To submit contract of apprenticeship on the apprenticeship portal on behalf of the employer for registration by Apprenticeship Adviser.
  • To furnish all the returns on the portal-site on behalf of the employer.
  • To comply with formalities required for trade apprentices for appearing All India Trade Tests for Apprentices as and when required.
  • On behalf of employer submit the reimbursement claims towards stipend to employers and also submit the claims of basic training cost in case employer is basic training provider under NAPS
  • Liaoning & coordinating various authorities regarding Act.

FAQ's

Apprenticeship under the Apprentices Act, 1961

Yes All establishments having work force (regular and contract employees) of 30 or more are
mandated to undertake Apprenticeship Programs in a range from 2.5% -15% of its
workforce (including direct contractual employees) every year.
for Maharashtra range is 2.5 to 25%

All sectors including manufacturing and service

  1. Reimbursement of 25% of prescribed stipend subject to a maximum of Rs. 1500/- per
    month per apprentice by the Government of India to all employers who engage apprentices.
  2. Reimbursement of cost of basic training (up to a limit of Rs. 7500/- for a maximum of 500
    hours= Rs. 15/hour) by the Government of India to Basic Training Providers (BTPs) in respect
    of apprentices who come directly for apprenticeship training without any formal training.

Optional Trades: The other trades which are not included in the notified list of the
Designated Trades but opted as a Trade/Course to be run under the Apprentices Act by an establishment. These are referred to as “Optional Trades”.

Designated Trades: Those notified by the Government are referred to as” Designated
Trades” 

An apprentice is a person who has entered into a contract of apprenticeship with the employer for
apprenticeship training under the Apprentices Act.

Companies which are covered under the Apprentices Act shall undertake skill training under the
Apprentices Act 1961. These companies can also undertake skill training from their CSR funds
over and above the minimum requirement under the Apprentices Act.
